Roger Martin Millar's Obituary
Lieutenant Colonel Roger Martin “Marty” Millar, USA, Retired, of Germantown, TN passed away on March 22, 2014. The son of Ralph Averill Millar and Margaret Tomlin Martin, Marty was born in Bluefield, WV on June 23, 1932. He graduated with a Bachelor of Science in Civil Engineering from the University of Virginia in 1958, where he was a member of the Honor Committee, a member of the Chi Epsilon chapter of the National Civil Engineering Honor Society, a member Theta Tau professional engineering fraternity and a member of Phi Delta Theta Fraternity. Marty earned a Masters of Civil Engineering from Texas A&M University in 1966. After graduation, Marty was commissioned in the US Army Corps of Engineers where he served from 1958 through his retirement in 1979. He was a graduate of the Airborne School and the Command and General Staff College. Marty served tours of duty in Vietnam, Korea and Germany, but his favorite tour was managing the widening of the Panama Canal from 1968 to 1970. During his career he was awarded two Distinguished Service Medals for exceptional service. While serving in combat with the First Engineer Battalion of the First Infantry Division in Vietnam, Marty earned three Bronze Star Medals (one with “V” device for heroism in ground combat and two for meritorious achievement in ground operations against hostile forces), two Meritorious Service Medals, four Air Medals for meritorious achievement while participating in aerial flight, two Army Commendation Medals, and one Vietnamese Cross of Gallantry with a Silver Star. After his military service, he worked as a construction manager and civil engineer for Holiday Inn Worldwide, Perkins Restaurant & Bakery Corporation, and the Palm Beach County, FL School District. At the time of his passing he was still providing consulting services in construction management. He was elected as a Fellow of the American Society of Civil Engineers, selected as Engineer of the Year by the Palm Beach Branch of ASCE, and recognized as Government Engineer of the Year by the Florida Engineering Society. He served as a UVA Student Chapter President of the American Society of Civil Engineers and as President and Treasurer of the Engineering Club of Memphis. Marty was also a Life Member of the Society of American Military Engineers, a Fellow of the Florida Engineering Society, a member of the National Society of Professional Engineers, and a Life Member of the Military Officers Association of America. Marty met his wife of 56 years, Sara Elizabeth Boulden of Baltimore, MD, while attending UVA. He was a dedicated and loving husband, father and grandfather who enjoyed genealogy and photography. He was a faithful member and Elder of the Farmington Presbyterian Church where he chaired the Property and Grounds committee. Marty was an adult leader for the Boy Scouts of America, serving as Scoutmaster and in other positions with troops in Fort Benning, GA, Fort Knox, KY, Balboa, Panama, and Stuttgart, Germany. In his later years, he helped with Troop 368 at Farmington Presbyterian Church. With immediate family present for Marty’s 80th birthday, he received a proclamation from Shelby County Mayor Mark Luttrell, Jr. to commemorate his accomplishments and to proclaim June 23, 2012 Roger Martin “Marty” Millar day. Marty is survived by his wife Sara, his three sons and their families: Roger Martin Millar, Jr. and his wife Candis of Billings, MT and Roger’s children Madeleine and Roger Martin Millar, III; William Winston Millar, wife Jeanne-Marie and children Sydney and William of Dumfries, VA; and David Langhorne Millar, wife Lori and children Zach and Piper of Germantown, TN. He is also survived by his brother Ralph of Pomfret, CT and by numerous nieces, nephews and cousins. In lieu of flowers, Marty’s wish was for donations to be made to the First Infantry Division Scholarship Fund (www.1stid.org/scholarships) and the Dogs for Vets Organization (www.vetdogs.org).
