James G. Harbor's Obituary
James G. Harbor, 78, son of Timothy B. and Willie Elizabeth Powell Harbor, was born in Grenada, MS on June 3, 1934. He is preceded in death by his parents and his four older brothers, Charles, Grady, William and Fred Harbor.Jim attended Humes High School and was first employed by Mid South Title Company. His career soon led him into public service where he held numerous roles. While Superintendent of the Shelby County Penal Farm, he was instrumental in securing federal funding to institute a comprehensive treatment program for inmates to include a drug program, a remedial learning center, a community volunteer program, a psychiatric treatment program, an individual counseling program, an alcohol treatment unit, a college prep class, a behavioral management program, and a college release program. Under his direction, the Penal Farm achieved a national reputation for providing a balanced correctional program which was functional, beneficial, and enlightened. He retired from Shelby County Government as the first County Director of Public Works, Fire and Corrections. He was appointed to this position by the County’s first elected mayor. As County Director, Jim’s leadership spanned departments including the Penal Farm, Roads and Bridges, Fire Department, Port and Harbor Authority, Public Landfills, and the County Cemetery. He also worked for the State of Tennessee as an automobile dealer compliance officer for counties in West Tennessee. In his latter years and until his death, he served on the County’s Board of Equalization. His public service roles centered on helping those less fortunate than others and assuring fairness and honesty in government.Jim was a faithful member of Germantown Presbyterian Church, where he enjoyed the worship, music and fellowship. His humble and strong faith sustained him through his life.Jim leaves his beloved wife, Ann (Fluker) Harbor, daughter, son in law, and granddaughter, Debi, Michael, and Dena Crossnine. He will be deeply missed by his extended family and friends.Funeral services will be held at Germantown Presbyterian Church, Wednesday, March 6 at 2:00 pm. Burial will follow at Memorial Park Cemetery. The family will receive visitors in the church’s fellowship hall beginning at 12 p.m.In lieu of flowers, the family requests memorial donations to the Shrine Burn Center, Germantown Presbyterian Church, or charity of choice.
