Frank R Wilbourne's Obituary
Frank R. Wilbourne , age 91 of Collierville TN, went to his heavenly home on November 23, 2023.
He was preceded in death by his wife of 70 years, Edith Maxine McCool Wilbourne. Mr. Wilbourne was born in Savannah, TN where he finished high school in 1950. He was the son of C. R. "Bugs" and Emily Lois Walker Wilbourne. He was a 1954 graduate of Memphis State College and after military service, a graduate of Southern Law University. He was also a member of the Tennessee Bar Association.
Mr. Wilbourne was employed over thirty-one years with the Social Security Administration, where he served in numerous management, advisory and administrative positions, some of which included: District Manager for the Memphis, Nashville and Meridian districts, Director for the offices in the states of Mississippi, North Carolina and Tennessee, Deputy Regional Commission for the eight State South Eastern Region, Regional Commissioner for the Denver Colorado region, interim Associate Commissioner on two occasions for the then Office of Hearings and Appeals, Senior Advisor to the Social Security Commissioner, served a year in the Washington offices of a US Congressman and a US Senator on a Congressional Fellowship.
After retirement, he returned on several occasions to work on special projects, such as head of the Social Security Administrations transition team, related to the change in Presidential Administrations.
Mr. Wilbourne was a US Army veteran, with a tour of duty in Germany. He was of the Presbyterian faith and a charter member of Faith Presbyterian (EPC) in Germantown TN
He leaves one daughter: Debra Lynn Wilbourne Banker (Joe), three grandchildren, Krissy Johnson (Tim),
Rebecca Gaines (Jake), Andrew Banker (Savannah). He also leaves ten great grandchildren: Henry, James, Alice Johnson; Jovie, Belle Gaines; Benaiah, Walker, Maddie Rhea, Lilo and Elias Banker. All of the above live in Collierville. One daughter, Francine Lois Wilbourne preceded him in death.
His total devotion was to God, Family and Country. In lieu of flowers, the family would like you to consider sending memorials to Faith Presbyterian Church in Germantown TN or charity of your choosing.
The family invites friends to gather for a visitation Tuesday November 28, 2023, at 9:00am at Memorial Park Funeral Home and Cemetery 5668 Poplar Ave. Memphis, Tn. Funeral services will follow at 10:00 am. at Memorial Park Funeral Home.
